SENATE CONCURRENT RESOLUTION NO. 20
(By Senators Bowman, Plymale, Blatnik, Manchin,
Oliverio, White, Sharpe and Ross)
Requesting the joint committee on government organization to
make a study of the feasibility of allowing municipalities
the optional right to adopt a local empowerment form of
government.
Whereas, There are those municipalities that are desirous
of alternative forms of municipal self-government than what is
presently provided for in chapter eight of the code of West
Virginia; and
Whereas, Local empowerment is a viable alternative for
those municipalities that are looking for ways to expend their
sources of revenue; therefore, be it
Resolved by the Legislature of West Virginia:
That the joint committee on government organization is
hereby requested to review, examine and study the feasibility
of allowing municipalities the optional right to adopt a local empowerment form of government; and, be it
Further Resolved, That the joint committee on government
organization report to the regular session of the Legislature,
1996, on its findings, conclusions and recommendations,
together with drafts of any legislation necessary to effectuate
its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct
this study, to prepare a report and to draft any necessary
legislation be paid from legislative appropriations to the
joint committee on government organization.
